Drain the water cut the water off .How do you change a radiator?
If the new rad is not exactly the same size, you will need to drain the whole system and do some serious plumbing to connect up the pipework to the new valves. If it is exactly the same size, you can disconnect the old rad. Turn off both valves (anti-clockwise). Put receptacles and old towels underneath the valves. Carefully unscrew the nuts on either side of the rad. Make a note of the number of turns required to close the return valve. Water will start to drain out (probably very dirty water). Once it has drained away you should be able to lift the rad off its bracket and fit the new rad reversing the above procedure (wrap PTFE tape around the threads).
